Fort Bliss, an army base located on the east side of El Paso, Texas, considered closing and consolidating some of its access control points (ACPs)/gates used by military and civilian personnel and the public
Project included impact evaluation, mitigation recommendations, and cost estimates of recommended improvements
Future scenarios with forecasted population growth were taken into consideration
Results
Developed conceptual improvements to help mitigate the traffic operation challenges caused by consolidating two ACPs
Recommend to keep east side ACPs open in addition to the west side ACP consolidation
Recommended implementing an active traffic demand management system to better manage gate demand
Our Work
Collected traffic count data and performed field observations
Used El Paso Metropolitan Planning Organization’s Destino regional travel demand model for future traffic forecasts under different scenarios
Developed microsimulation models to test strategies to improve peak operational performance associated with the gate consolidation scenarios
Stress tested gate consolidation concept with an assumed increase in base population
Summarized major findings and developed recommendations, which include conceptual improvement of roadways, active traffic demand management, and regional collaborations
